The mission of the Organizational Development Division is to provide exceptional executive support, internal consulting and training services, aligned with the Department’s vision and core vales, to ensure continuous professional organizational effectiveness of the Los Angeles County Fire Department.
Organizational Development is an internal management resource designed to provide tools, training and processes that increase productivity and performance and improve morale. Its services include management training, one-on-one management coaching, meeting facilitation, team building workshops and other training resources.
Division staff assist in achieving the Department’s mission of “protecting lives, the environment, and property by providing prompt, skillful, and cost-effective fire protection and life safety services.” Its team of professional development specialists works with employees to reach organizational goals.
There are four sections in the Division: Leadership Development, Workforce Excellence, Headquarters Support and Health Programs.
The Leadership Development Section is the component responsible for delivering training programs, internal management consulting, meeting facilitation and mediation services. The objective of Leadership Development is to enhance the professional development of Fire Department employees. Leadership Development delivers business-oriented management training programs tailored specifically for Department personnel. It also coordinates employee enrollment in County training programs and online degree programs and provides a variety of management resources, tools and services.
The Workforce Excellence (WE) Section brings together the ideas and efforts of all employees, with the purpose of enhancing and improving work life within the Department. Workforce Excellence is defined as a standard of performance that encourages all employees to act as leaders while striving to enhance the work environment, build a unified team, manage and value diversity and connect with the Fire Department’s communities.
The role of Workforce Excellence is to provide strategic direction, project management skills, and consulting expertise to assist managers in successfully achieving the WE objective of integrating our Department's Vision, Mission and Core Values into all aspects of business operations, management practices, development programs and customer service principles.
The Headquarters Support Section is charged with coordinating and disseminating information internally and externally on behalf of the Executive Office. Headquarters Support is comprised of three different units: the Copy Center, Manual Revisions and Headquarters Support. Headquarters Support prepares all Major Incident Reports on behalf of the Fire Chief for dissemination to the Board of Supervisors and correspondence from the Fire Chief to all external stakeholders as well as Fire Department employees. The Manual Revisions Unit is responsible for maintaining and continually updating the official copy of the Department's Manuals of Operation to keep them current. They also play a vital role in the preparation and dissemination of internal Departmental communications.
The Health Programs Section, in collaboration with LACoFD Medical Director Franklin Pratt, M.D., provides information on health and wellness to ensure the wellbeing of Department employees. The section coordinates the communicable disease exposure follow-up and the prevention programs such as the Hepatitis A & B vaccines and flu vaccine programs. The mental health professionals of the Department’s Critical Incident Stress Management Program (CISM) report to the Mental Health Coordinator, Health Programs Section. The Department contracts with mental health professionals who provide peer counseling and support for all Department employees, encompassing a wide range of mental health issues as well as debriefing and defusing following traumatic rescue events.
