| CONSTRUCTION AND MAINTENANCE DIVISION |

The Construction and Maintenance Division provides a wide range of specialty services to the Fire Department. Its main mission is to maintain existing fire station facilities and manage the construction of new fire stations to serve the growing population of Los Angeles County. The Division includes the Crafts Section and the Construction Section. The Crafts Section provides many specialty services, including carpentry, electrical, equipment repair, plumbing and welding. The Maintenance Facilitation Center coordinates vendor repairs 24 hours a day, seven days per week for essential and emergency repairs to all County sites. The Building Crafts Superintendent provides oversight and approval of requested work for the Department. The Carpenter Shop is comprised of the Carpenter Working Supervisor who provides administrative and technical supervision of carpenters and general maintenance workers engaged in new construction, alteration, repair, preventive maintenance work and locksmith services. The Carpenter Shop also provides major incident support. The Electric Shop is comprised of the Electrician Working Supervisor who provides administrative and technical supervision of electricians engaged in new construction, alteration, repair, and preventive maintenance work. The Electric Shop also provides major incident support, including generator deployment to incidents and facility power outages. The Equipment Repair Shop is comprised of a Senior Equipment Maintenance Worker who provides administrative and technical supervision of equipment maintenance workers and equipment maintenance helpers. The Equipment Repair Shop is responsible for maintenance and repair of various pieces of equipment. This includes front line equipment used by County firefighters, including hoses, self contained breathing apparatus (SCBA) units, transfills, oxygen systems, oxygen resuscitators, smoke ejectors and rotary saws. The Equipment Repair Shop is also responsible for small engine repairs. The Plumbing Shop is comprised of a Plumbing Working Supervisor who provides administrative and technical supervision of plumbers. The Plumbing Shop is responsible for construction, alteration, repair and preventive maintenance work. This includes water, waste and compressed air systems. The Plumbing Shop also provide major incident support. The Welding Shop consists of a welder and a metal helper. The Shop is responsible for providing welding and blacksmithing services for all of the Department’s Facilities. Examples includes motorway gates, facility gates, and certified structural welding.
The Construction Section is comprised of four program areas, including Capital Projects, Facility Improvements, Asset Management and Space Management. The Principal Facilities Project Manager is the Section Head and provides oversight for these programs. Asset Management is responsible for managing the Department’s long term and temporary leased interests, property acquisition and sales. In addition, Asset Management is involved in site surveys, legal descriptions, and appraisals. Space Management is responsible for the oversight and management of the Department’s work spaces. Responsibilities include evaluation of work spaces to maximize the usable square footage and to design and implement layouts that meet the federally mandated Americans with Disabilities Act (ADA) requirements and end user needs with County-approved ergonomic work stations and furnishings.
The Capital Projects Program is engaged in large-scale construction projects generally in excess of $100,000. Examples include new fire stations, renovations, privacy and access remodeling project to accommodate female firefighters, along with sewer systems and road construction. Facility Improvements projects, generally less than $100,000 in cost, are performed using a combination of Departmental Crafts Personnel and contractors. Examples of projects include facility remodeling, fuel storage, diesel exhaust, heating and ventilation and fire station roll-up doors. |
