EMPLOYEE RELATIONS DIVISION


Employee Relations Staff

The Employee Relations Division is the part of the Administrative Bureau responsible for providing advice to Department managers in areas of alleged employee misconduct and non-compliance with civil or criminal law, County or Department policy. The Division also ensures the Department’s compliance with Civil Service Rules, relevant labor laws, and articles of Memorandums of Understanding negotiated between the County of Los Angeles and recognized labor organizations. By serving in this advisory capacity, the Employee Relations Division helps ensure consistency in the quality of employees staffed by the organization to serve the public well.

The Division is comprised of two sections:

The Performance Management/Advocacy Section is responsible for representing the Department in Civil Service and Employee Relations Commission Hearings; advising managers on employee discipline and matters regarding labor contracts, including grievances; representing management in labor negotiations with labor unions; and providing training to supervisors and managers with regard to their responsibilities in these areas.

The Investigations Section is responsible for investigating matters of serious employee misconduct, including legal convictions and other violations of law, and claims of employment discrimination. In addition, this section is responsible for random drug testing of recruit firefighters and for representing the Department in mediations and in claims of discrimination filed with the Office of Affirmative Action Compliance, the Department of Fair Employment and Housing, the Equal Employment Opportunity Commission, or in a court of law. The Investigations Section also provides training to supervisors and managers about civil rights compliance.
