CUPA & PA JURISDICTIONS


There are eight Certified Unified Program Agencies (CUPAs) operating in Los Angeles County. These agencies are responsible for implementing the following program elements for their areas:

  • Hazardous Waste Generator and Onsite Hazardous Waste Treatment Programs (Tiered Permitting)
  • Aboveground Petroleum Storage Tank Spill Prevention Control and Countermeasure Plan (SPCC)
  • Hazardous Materials Release Response Plans and Inventory Program (Hazardous Materials Disclosure or "Community-Right-To-Know")
  • California Accidental Release Prevention Program (Cal ARP)
  • Underground Storage Tank Program (UST)
  • Uniform Fire Code Plans and Inventory Requirements

CUPAs may contract with Participating Agencies (PAs) in order to implement all the program elements within their jurisdictions. One CUPA may also act as a PA for another CUPA. These are the CUPA and PA jurisdictions and responsibilities within the County of Los Angeles:
