There are eight Certified Unified Program Agencies (CUPAs) operating in Los Angeles County. These agencies are responsible for implementing the following program elements for their areas:
- Hazardous Waste Generator and Onsite Hazardous Waste Treatment Programs (Tiered Permitting)
- Aboveground Petroleum Storage Tank Spill Prevention Control and Countermeasure Plan (SPCC)
- Hazardous Materials Release Response Plans and Inventory Program (Hazardous Materials Disclosure or "Community-Right-To-Know")
- California Accidental Release Prevention Program (Cal ARP)
- Underground Storage Tank Program (UST)
- Uniform Fire Code Plans and Inventory Requirements
CUPAs may contract with Participating Agencies (PAs) in order to implement all the program elements within their jurisdictions. One CUPA may also act as a PA for another CUPA. These are the CUPA and PA jurisdictions and responsibilities within the County of Los Angeles:
- El Segundo Fire Dept - All program elements for incorporated El Segundo
- Glendale Fire Dept - All program elements for incorporated Glendale
- Long Beach Health Dept - All program elements for incorporated Long Beach
- Los Angeles City Fire Dept - All program elements for incorporated Los Angeles, except:
- Hazardous Waste Generator and Onsite Hazardous Waste Treatment Programs
- Los Angeles County Fire Dept
- Santa Fe Springs Fire Dept - All program elements for incorporated Santa Fe Springs
- Santa Monica Environmental Programs - All program elements for incorporated Santa Monica, except:
- Hazardous Waste Generator and Onsite Hazardous Waste Treatment Programs
- Los Angeles County Fire Dept
- Vernon Health Dept - All program elements for incorporated Vernon
- Los Angeles County Fire Dept All program elements for the County of Los Angles, except for the other CUPAs’ jurisdictions and the following PA contracts:
- Hazardous Materials and Uniform Fire Code programs
- Hazardous Materials, Uniform Fire Code, and Underground Storage Tank programs
- UST program
- LA County Fire Dept is also a PA in Orange County for incorporated La Habra
