Site Assessment

The Site Mitigation Unit’s (SMU) goal is to protect public health and the environment by overseeing the assessment and remediation of the sites contaminated by hazardous substance releases. Staff oversees the work of private environmental consultants to verify appropriate remedial action and cleanup standards are met. Responsible parties can voluntarily request SMU to provide third-party oversight for acquiring a closure / no further action letter. This closure letter is recognized by financial institutions, insurance companies and other regulatory agencies. This document may be needed in order to obtain building permits, fulfill escrow agreements, renew leases or satisfy criminal court ordered requirements. SMU can provide this oversight service in a timely and cost effective manner. For many sites with soil contamination, SMU can be an alternative to Cal/EPA’s Department of Toxic Substances Control (DTSC) or Regional Water Quality Control Board (RWQCB) as a source of a closure letter.

SMU’s oversight is limited to soils-only remediation. Verified groundwater contamination generally requires additional oversight by the RWQCB. Oversight authority for Underground Storage Tanks (USTs) is provided by the RWQCB, Local City Fire Departments or the Los Angeles County Department of Public Works. Facilities that had or have onsite hazardous waste treatment units (Tiered Permit Units) are required to seek DTSC’s oversight for closure.

Oversight services are provided on a fee for service basis. Service is provided in all cities of Los Angeles County except El Segundo, Glendale, Long Beach, Santa Fe Springs and Vernon.
