Fire Risk Reduction Community List
The Fire Risk Reduction Community List is a community level fire reduction measure executed by the County of Los Angeles Fire Department that seeks to promote safer planning for wildfire-prone communities.
The list is developed and maintained by the State Board of Forestry and Fire Protection and is updated every two years. Los Angeles County is recognized on the 2024-2026 Fire Risk Reduction Community List.

FIRE RISK REDUCTION COMMUNITY LIST
The Fire Risk Reduction Community List, mandated by Public Resources Code (PRC) 4290.1, is a listing of local agencies located in a State responsibility area or a Very High Hazard Severity Zone that meet best practices for local fire planning.

Fire Hazard Severity Zone Maps
To better prepare for wildfires, the California Department of Forestry and Fire Protection (CAL FIRE) is required by law to map areas of significant fire hazards based on fuels, fire history, terrain, weather, and other relevant factors. These areas/zones, referred to as Fire Hazard Severity Zones (FHSZ), influence how people construct buildings and protect property to reduce risk associated with wildland fires. FHSZ fall into one of the following classifications – moderate, high, or very high.
To determine if a parcel is within a FHSZ in Los Angeles County, please click the red button and follow the instructions below:
- Click “I want to” on the upper left corner of the map and select “View Map Layers List”.
- Scroll down the list of layers and select the layer titled “Fire Hazards”.
- Use the search box on the upper right corner of the page to search using address or Assessor’s Parcel Number (APN).
- Alternatively, you can pan and zoom along the map to your parcel and click on it.
- Once a parcel is selected, information on that parcel will be displayed on the right side of the page, including FHSZ designation.
- If no FHSZ information is shown, then the parcel is not located in the FHSZ.

Emergency Notifications: Mass communication tools provide the most accurate, up-to-date information available to residents and businesses in Los Angeles County. Preparing for Wildfires: Preparation is your best defense against wildfires. The Ready! Set! Go! Program helps residents protect their family and property by guiding them through defensible space education, home hardening, and step-by-step evacuation planning. Watch Duty: Watch Duty is a real-time wildfire tracking and alert platform that combines data sources with monitoring by volunteers, including firefighters and first responders. It provides up-to-date information on wildfires across the U.S. To access Watch Duty*, click the image below:

NFPA® Firewise USA® Communities
A National Fire Protection Association (NFPA®) Firewise USA® Community emphasizes community-wide planning and educates on individual homeowner actions to reduce ignition risks, protect property, and enhance overall safety during wildfire events. Today, NFPA® Firewise USA® Community-based program highlights include:
- Creating a committee of resident volunteers to represent your community.
- Community ability to evaluate wildfire risk and develop a three-year action plan to promote wildfire resiliency.
- Annual mitigation work such as vegetation removal and home-hardening maintenance that contribute to the annual renewal.
- A program that is not regulatory or enforcement-based; it is a recognition system that shows a community is taking steps to improve wildfire resiliency.

Fire Safe Councils
Fire Safe Councils have been organized throughout Los Angeles County to help support local communities and effectively reduce and prevent wildfire losses. Led by a team of dedicated leaders, these organizations mobilize residents to protect their homes, communities, and environments from catastrophic wildfire.
Fire Safe Councils:
- Are typically non-profit entities that help organize, provide technical support, and secure grant funding to promote community-level wildfire resilience
- Educate homeowners about community wildfire preparedness activities while working with local fire officials to design and implement projects that increase the wildfire survivability of their communities.
- Are good resources for garnering support on community wildfire prevention projects.
- Offer an important link between community needs and government agency partners on wildfire mitigation projects in high-risk areas.

How do I determine if my project is in the County of Los Angeles Fire Department’s jurisdiction?
You can use the Los Angeles County Department of Public Works Service Locator or contact the Fire Prevention Division at (323) 890-4125.

What is a fire flow test and where do I obtain one?
A fire flow test is a test that is performed to determine the available amount of water (measured in gallons per minute [GPM]) to verify it meets the minimum required for firefighting operations. You may obtain a fire flow test by contacting your local water company (whoever you pay your water bill to).
Note: When contacting the local water company, ask to speak to the Engineering Section.

Where do I submit plans for review and approval?
Most plans can be conveniently submitted online via EPIC-LA (i.e., architectural, fuel modification, fire sprinkler, site plan, etc.). Small interior improvements may be submitted to the respective Fire Prevention Division’s Plan Review and Inspection Office. Office locations may be found by clicking here.

The Forestry Division’s Environmental Review Unit is responsible for providing Los Angeles County residents with inspections of potentially hazardous oak trees.
